Terms of Reference

Consultancy: Development and Support in the Implementation of the Resource Mobilization Strategy (2025 - 2030)


Location: Remote (Global), with potential travel if required

Type: Consultancy

Duration: 4-8 months, extension possible

Estimated Level of Effort: Approximately 60-80 consultancy days

Reports to: Executive Director



Background and Context

The International Disability Alliance is the global representative organization of persons with disabilities. IDA’s Impact Strategy 2025–2030 sets an ambitious objective to improve the lives of at least 800 million persons with disabilities by catalyzing systems transformation through authentic OPD leadership. To realize this ambition, IDA aims to mobilize CHF 100 million between 2025 and 2030 through a diversified and strategic fundraising approach.


IDA has identified five funding pillars: OPD flexible funding, State & Multilateral Partnerships, Impact & Blended Finance, Philanthropy & Individuals, and Domestic Investments. It also establishes a commitment to maintain at least 35% flexible funding and to demonstrate an annual impact multiplier.


Purpose of the Consultancy

To develop and support the execution of a comprehensive, evidence-based, and implementable Resource Mobilization Strategy to support the implementation of IDA’s Impact Strategy 2025–2030.


Objectives

·       Develop a full Resource Mobilization Strategy aligned with IDA’s Impact Strategy.

·       Define clear income targets across the five fundraising pillars.

·       Design donor segmentation and engagement strategies.

·       Support the ED and Deputy ED to execute the fundraising plan.

·       Propose a monitoring and evaluation framework for fundraising performance.


Scope of Work and Responsibilities

·       Review the IDA Impact Strategy and other relevant documents in depth.

·       Conduct stakeholder consultations.

·       Perform donor landscape and market analysis.

·       Develop detailed income projections (2025–2030).

·       Design partnership compact models and value propositions.

·       Develop a risk mitigation plan and compliance alignment.

·       Produce implementation roadmap with milestones.

·       Provide technical and operational support to the ED and Deputy ED in the implementation of the fundraising plan.


Governance and Co-ordination Architecture

The consultant will report directly to the Executive Director and work closely with the Deputy Executive Director, Finance Lead, and Communications Team.


Compliance, Safeguards and Integrity Controls

The strategy must align with IDA’s ethical funding standards, CRPD coherence principles, and due diligence requirements including anti-corruption and sanctions screening.


Monitoring, Evaluation, Learning and Reporting

Develop KPIs, including total funds raised, percentage flexible funding (target >35%), multi-year funding rates, renewal rates, and impact multiplier metrics.


Deliverables

·       Inception Report with methodology and timeline

·       Donor landscape and segmentation analysis

·       Draft Resource Mobilization Strategy

·       Financial projections model

·       Resource mobilization partnership plan

·       Implementation roadmap (2025–2027 detailed phase)

·       Final Strategy Document

·       Initial support and technical advice to the ED and Deputy ED for the implementation of the strategy

·       Make recommendations to adapt IDA’s programs and products in accordance with the fundraising strategy


Required Profile

Essential

·       Significant level of senior fundraising experience in international development.

·       Proven experience designing multi-year fundraising strategies (CHF 100M+ portfolios).

·       Experience with government donors, multilaterals, and philanthropy.

·       Strong financial modeling and strategic planning skills.

·       Innovative resource mobilization experience.

·       Partnership model experience.

·       Familiarity with disability inclusion or human rights-based approaches.


Desirable

·       Experience working with global membership organizations.

·       Experience designing pooled funds or blended finance mechanisms.

·       Knowledge of CRPD and OPD-led development approaches.


Ways of Working

Highly consultative approach; milestone-based delivery; regular check-ins; confidential handling of donor intelligence; strong collaboration with IDA teams.


A consultancy contract (as per Swiss law) will be signed between the selected consultant and IDA. 

Only applicants with valid commercial and/or consultant registration and/or tax numbers will be considered.


Performance Criteria

Quality and strategic coherence of final strategy; feasibility of income projections; alignment with Impact Strategy; and practical implementation roadmap.


Safeguarding, Integrity and Legal/Policy Compliance

Consultant must adhere to IDA safeguarding standards and data protection requirements, and maintain confidentiality of donor and strategic information.
